WHAT IS PUBLIC ACCESS?
Public Access television is essentially a citizen's First Amendment, free speech forum on cable television. As an interative communications medium, public access television provides for the diversity of viewpoints as outlined in the 1984 Federal Cable Act.
WHAT IS THE DIFFERENCE BETWEEN: CABLE TV, PUBLIC ACCESS TV AND COMMUNITY TV?
- Cable TV
- Usually considered commercial television carried on a cable system
(i.e., HGTV, ESPN, CNN, Discovery, etc.)
- Community TV
- Usually considered non commercial programming carried on a cable system with editorial control by the provided operator of that channel (most cases the cable company is the provider and the channel is called 'local origination').
In addition to public, there are educational and government access channels, these
three are commonly referred to as P.E.G. ACCESS. These channels are only
on the cable system if the local franchising authority requires it as part
of the agreement to allow the cable company to use the public rights of
way to make a commercial profit. Basically part of the cable companies 'rent'.
- Public Access
- A channel required by the local franchise authority that allows members
of that community access to mass media. This channel provides its community
an opportunity to exercise their first amendment right of free speech.
Public access is commonly referrred to as the 'electronic soap box in
the park'. The public can put almost anything they want on the channel
from cooking shows, to sports, to talk shows. The provider does not
have editorial control over the programming, only the public access
producer. In Norridge, the public access channel are Channel 19 and
Channel 110. WRHS cablecasts on Channel 19as a public access program.
- Educational Access
- A channel set aside by the local franchise authority for use by/for
an educational institution in that community. In Norridge, the educational
access channels is channel 16. It cablecasts a feed from Triton Community
College. These channels can be used for telecourses, board meetings,
events, information, etc.
- Government Access
- A channel set aside by the local franchise authority for use by/for
the local government. The purpose for the channel is allow that jurisdiction
the opportunity to communicate with the public. Generally programs are
offerred in a variety of formats including: city council meeting coverage;
magazine, talk, sports, news shows; sporting events; emergency information;
special reports; election coverage; etc. Norridge only uses its government
access channel as a electronic bulletin board. The government access
channel in Norridge is channel 6.
- Local Origination
- A channel set aside by the cable company for their own programming
and paid commericals. The local origination channel in Norridge is channel
3.
